The General Assembly meeting of the Union was held on 16 February 2026 via the Zoom Webinar platform from 7:30 to 09:30 GMT, with the participation of all members of the General Assembly, which consists of 30 countries.
The meeting was marked by active participation from the member countries, with a total of 48 participants attending the session.
Executive Council Meeting for the Year 2026
Thursday, 3 February 2026 (7:30 GMT) – Virtual Meeting
The meeting began with the recitation of verses from the Holy Qur’an, followed by welcoming remarks delivered by Mr. Hisham Rosli on behalf of the President of the Executive Council of the Union (Deputy Director General of Malaysia). He emphasized the role of the Federal Tax Authority in strengthening cooperation among Islamic countries in tax-related matters.
Mr. Badr Al-Tamam Mohammed Saad, the Secretary-General of the Union, also welcomed the Council members and guests in his opening speech. He highlighted that the meeting represents a valuable opportunity to enhance tax cooperation and address common challenges, expressing his hope that its outcomes will contribute to achieving the Union’s objectives in improving tax administration efficiency and combating tax evasion.
The meeting was then chaired by Mr. Hisham Rosli, who gave the floor to the Permanent Secretariat to present the reports included in the agenda, namely:
- The activities report and the proposed events schedule for 2026
- The financial reports for the years 2024 and 2025
- A study on addressing arrears in member countries’ contributions
The 19th Annual Technical Conference of the ATAIC
The 19th Annual Technical Conference of the ATAIC was held on 17–18 November 2025 via the Zoom Webinar platform from 7:30 to 01:00 GMT, with the participation of a large number of member countries and international organizations.
The conference recorded approximately 152 participants via Zoom, in addition to equipped halls in several countries that hosted around 130 participants, as well as other halls in different states of Sudan that accommodated nearly 160 participants. The upgrade to Zoom Webinar represented an important step in the success of the event.
The conference was marked by active participation and extensive exchange of expertise among member countries, including: Afghanistan, Bangladesh, Brunei Darussalam, Türkiye, Malaysia, Lebanon, Saudi Arabia, Sudan, Palestine, Iraq, Indonesia, Yemen, Qatar, Egypt, Morocco, Kuwait, Iran, Tunisia, Mauritania, Uganda, Zambia, Namibia, the Netherlands, and Botswana.
International organizations also participated, including NTO, ATAF, IMF, CATA, and WATAF, presenting specialized papers on the second day of the conference.
First Workshop of the ATAIC
Title: Digital Transaction Taxes (Challenges and Opportunities)

The first workshop of the (ATAIC) was successfully held, focusing on the topic “Digital Transaction Taxes: Challenges and Opportunities” on Tuesday, 23 September 2025, via the Zoom platform.
The event brought together a distinguished group of international experts from various organizations, along with tax administration officials from member countries of the Union, to discuss one of the most prominent issues in modern tax administration. The workshop provided an interactive platform for knowledge exchange, highlighting global trends, regional challenges, and practical implementation experiences. The discussions also emphasized the urgent need to strengthen international cooperation and capacity building to effectively and fairly tax the digital economy.
The workshop was organized into two main sessions, each including eight presentations, followed by fruitful discussions and question-and-answer sessions.
The workshop was opened by Mr. Badr Al-Tamam Mohammed Saad, Secretary-General of the (ATAIC), who emphasized in his speech the strategic importance of digital taxation in supporting revenue mobilization and promoting tax fairness among member countries.
